Rank and organization: Landsman, U.S. Navy. Entered service at: Philadelphia, Pa. Born: 22 July 1860, Philadelphia, Pa. (Letter, Mate J. W. Baxter, U.S. Navy, No. 8985, 25 January 1886.)

Citation: On board the U.S. Receiving Ship Dale off the Wharf at Norfolk, Va., 22 January 1886. Jumping overboard from the ferryboat, Davis rescued from drowning John Norman, ordinary seaman.
