Medal of Honor Recipient: Lieutenant Colonel James Parker

Rank and organization: Lieutenant Colonel, 45th Infantry, U.S. Volunteers. Place and date: At Vigan, Luzon, Philippine Islands, 4 December 1899. Entered service at: Newark, N.J. Birth: Newark, N.J. Date of issue: 8 March 1902.

Citation: While in command of a small garrison repulsed a savage night attack by overwhelming numbers of the enemy, fighting at close quarters in the dark for several hours.
