Rank and organization: Ordinary Seaman, U.S. Navy. Born: 1860, New York, N.Y. Accredited to: New York. G.O. No.: 326, 18 October 1884.

Citation: Serving on board the U.S.S. Essex, Millmore rescued from drowning John W. Powers, ordinary seaman, serving on the same vessel with him, at Monrovia, Liberia, 31 October 1877.
