Rank and organization: Boatswain's Mate, U.S. Navy. Born: 1852, Ireland. Accredited to: New York.

Citation: Serving on board the U.S.S. Supply, Flannagan rescued from drowning David Walsh, seaman, of Le Havre, France, 26 October 1878.
